Aviation Meets Tourism In Kenya’s Transformational Growth Strategy

Kenya is redefining how Africa travels and explores. At the 2nd UN Tourism and ICAO Africa Ministerial Summit held in Luanda, Angola, Kenya affirmed its leadership in linking air transport with tourism to unlock jobs, attract investment, and elevate Africa’s global competitiveness.

Led by Principal Secretary for Aviation and Aerospace Development, Teresia Mbaika, the Kenyan delegation joined top-level policymakers, ministers, and industry leaders to explore aviation and tourism as critical levers for Africa’s economic transformation.

“Kenya is fully committed to strengthening the link between the aviation and tourism sectors,” said PS Mbaika. “From visa-free access for all Africans to enhanced connectivity and inclusive infrastructure, our strategy is bold, deliberate, and people-centered.”

A Bold Vision in Action

At the heart of Kenya’s message was its progressive, integrated approach. PS Mbaika highlighted key pillars:

  • Visa-free access for citizens from all African nations, announced recently by President William Ruto, removes barriers and enhances intra-African travel.
  • Improved immigration systems, passenger experiences, and accessible infrastructure, including ramps and lifts, at all major entry points.
  • Post-arrival connectivity and strategic infrastructure upgrades to meet rising demand in cargo and passenger traffic.

The summit, which sought to eliminate structural and regulatory bottlenecks across the continent, provided the perfect platform for Kenya to spotlight its aviation blueprint. PS Mbaika emphasized that aligning aviation with tourism not only improves accessibility but fosters inclusive growth and resilience.

Forging Strategic Alliances

On the sidelines, PS Mbaika held a bilateral meeting with ICAO Council President Salvatore Sciacchitano, who applauded Kenya’s forward-thinking policies and commitment to sustainability.

“The creation of a dedicated aviation and aerospace department is a bold step forward. ICAO is proud to support Kenya in building capacity, improving safety oversight, and promoting green aviation,” said Mr. Sciacchitano.

Kenya also strengthened ties with Angola, with PS Mbaika and H.E. Ricardo Daniel Sandão, Angola’s Minister for Transport, agreeing to:

  • Review and update the Bilateral Air Services Agreement (BASA)
  • Initiate technical exchange programs in aviation regulation
  • Explore a reciprocal visa regime to support trade and tourism between the two nations

A New Chapter in Aviation Diplomacy

As part of growing bilateral ties, PS Mbaika invited her Angolan counterpart to visit Kenya aboard TAAG Angola Airlines’ inaugural direct flight to Nairobi, launching in September 2025. The flight will mark a new chapter in aviation diplomacy, connectivity, and economic cooperation between the two nations.

The Kenyan delegation also toured Angola’s impressive Dr. Antonio Agostinho Neto International Airport, reinforcing Kenya’s urgency to upgrade its own infrastructure to meet global aviation standards.

A Whole-of-Government Commitment

Kenya’s strategy is powered by a whole-of-government approach, engaging key ministries including Tourism and Wildlife, Transport and Roads, Trade, and Agriculture, to evaluate air transport access, match it to real market demand, and drive sector-wide efficiency.

Representing Kenya at the summit were H.E. Joyce M’maitsi (Ambassador to Angola), senior officials from Kenya Airways, and representatives from various ministries, showcasing a united front in propelling Kenya, and Africa, toward a more connected future.
